Founding President of ISEAF

Mr. Tomazinho Cardozo

Mr. Tomazinho Cardozo served as the Founding President of ISEAF, bringing with him a lifetime of experience in education and public service. A passionate educator, he taught mathematics and science at the school level and served as the Sarpanch of Candolim for 22 years. In 1995, he was elected to the Goa Legislative Assembly from the Calangute constituency.

A cultural stalwart, Mr. Cardozo made his debut on the Konkani tiatr stage in 1957 and became a prolific playwright, contributing to Goa’s vibrant theatre tradition. At ISEAF, he worked closely with Mr. Rudolf Schwartz and the governing council to build a scholarship program for underprivileged students. His deep passion for education and commitment to social upliftment laid the cornerstone for the organization’s enduring mission.

Founding Secretary of ISEAF

Mrs. Stella Jacob

Mrs. Stella Jacob was the Founding Secretary of ISEAF, joining the organization in its founding year, 1995. With a distinguished background in education, she served as a teacher and Headmistress in several schools across Goa, concluding her teaching career at Mae de Deus High School, Corjuem.

Her contributions to ISEAF have been multifaceted and deeply impactful. She led the establishment of the Home Nursing Program, served as the Principal of the Open School in Marna, and was the Head of the Marna Indo-German Institute. Over her nearly three-decade tenure on the governing council (1995–2022), she was instrumental in shaping the ethos and reach of ISEAF. In 2022, she was honored with the Orchid Award for Women Empowerment in Rural India, a testament to her tireless work in transforming lives through education and empowerment

Former President of ISEAF (2007–2022)

Mr. Jacob Mathew

Mr. Jacob Mathew joined ISEAF in 1995 as a dedicated member, bringing with him a strong foundation in education from his tenure as headmaster at Bhumika English Middle School, Paliem, Goa. His unwavering commitment and leadership soon saw him elevated to the role of Director of Technical Institutes at ISEAF—a role that would prove transformative for the organization.

As Director and later President (2007 to 2022), he played a foundational role in building ISEAF’s vocational training programs, which have now become the cornerstone of our mission. Under his leadership, three vocational institutes were established, offering over ten trade-based training programs for school dropouts at nominal fees. His vision extended to the creation of the Indo-German Board of Technical Education, which brought structure, credibility, and formal recognition to these courses.

He was also instrumental in establishing a corpus fund to support teacher salaries and ensure the long-term sustainability of the institutes. Mr. Mathew’s remarkable journey and tireless dedication helped shape ISEAF into a trusted beacon of opportunity and empowerment for thousands of young lives in Goa.

Former Treasurer and Governing Council Member

The Late Mr. Padmanabh Lotlikar

The late Mr. Padmanabh Lotlikar joined ISEAF after an illustrious career as a science teacher, most recently at St. Michael’s School, Anjuna. Renowned for his creativity and innovation, Mr. Lotlikar earned national acclaim, receiving India’s Best Teacher Award from the President of India for his exceptional contributions to science education.

At ISEAF, Mr. Lotlikar brought his signature passion for learning to life by organizing independent science exhibitions that brought together schools from across North Goa. These events sparked creativity among students and elevated ISEAF’s presence in the educational landscape. He also served as the Founding Chairman of the Indo-German Board of Technical Education, helping to institutionalize the quality and relevance of vocational training.

Rest in peace, dear Mr. Lotlikar. Your wisdom, kindness, and dedication will forever remain a part of the ISEAF legacy.

Former Governing Council Member

The Late Mr. Dean Menezes

We pay tribute to the late Mr. Dean Menezes, whose leadership, generosity, and steadfast support deeply enriched the fabric of ISEAF. Serving on the Governing Council while also holding the esteemed position of German Honorary Consul in Goa, Mr. Menezes brought both dignity and dedication to every initiative he touched.

Beyond his thoughtful participation in council meetings and his invaluable financial guidance, Dean was instrumental in securing consistent annual donations from the CMM Group of Companies, which served as a critical source of support for ISEAF’s many programs. His backing was particularly vital in strengthening the Nursing Bureau, ensuring fair and dignified compensation for caregivers.

Mr. Menezes also stood with ISEAF during significant milestones, including the laying of the foundation stone for the Holy Cross Indo-German Techno Centre in Marna, the last institute built by our founder Mr. Rudolf. His belief in Indo-German collaboration and social welfare uplifted our mission and inspired those around him.

Rest in peace, dear Dean. Your values, vision, and generosity continue to guide us, and you will always remain a cherished part of the ISEAF family.
